Aoi circles a polluted lake with dairy farmer Ayumu Kawase. A strict nitrogen cap can restore the water but may close small farms; a weak cap protects today’s businesses but not the lake. Dr. Mori puts ecological capacity before market price. Ren adds permit buybacks, transition loans, and a price reserve. The council must protect the cap without turning past pollution into permanent privilege.
Ayumu is a dairy farmer and chairs the watershed council that must agree on the nitrogen cap.
